Pokémon GO Raid Attackers That Require Legacy Moves — Elite TM Priority Guide
Some Pokémon need a legacy move — one that can no longer be learned through normal means and requires an Elite TM — to achieve top DPS in raids. The table below is drawn from the GBL Note raid attacker rankings (as of October 29, 2026) and lists only Pokémon that use a legacy Charged Attack while placing in the top 5 for their type.

Where to Use Your Elite TMs First
Elite TMs are a scarce resource, so it pays to plan ahead. In the table above, the higher the Overall (ER) value and the higher the Pokémon ranks in the type-specific attacker list, the greater the practical difference an Elite TM makes in raids. Mega Mewtwo Y for the Psychic type (Future Sight legacy, ER 119.8) and Mega Mewtwo X for the Fighting type (Dynamic Punch legacy, ER 108.3) offer the highest return.
Some Pokémon appear in the top rankings for multiple types. Mega Mewtwo X, for example, places highly across Normal, Fighting, Psychic, and Ghost, so giving it a legacy move lets it perform in a wide variety of raids. You can see the full attacker rankings for every type on the raid attacker ranking table.
Legacy move status is indicated on each row of the attacker table. If you want to check whether a move on a Pokémon you already own is a legacy move, refer to the move list on its Pokédex card or look up that individual Pokémon in the IV rank checker.
All figures are GBL Note internal calculations as of October 29, 2026. Legacy moves cannot currently be learned via a standard TM and require an Elite TM.
